We follow these five steps:

Remove the existing surface between nine and a half and 11 and a half inches.
Install six to eight inches of a crushed aggregate base to create a firm and flexible foundation.
Add a one-inch layer of bedding sand.
Place individual paving stones by hand into the bedded sand to ensure a perfect fit. Then a plate vibrator is passed over the stones to lock them in place.
Lastly, a layer of sand is swept over the paving stones and followed by passing the plate vibrator over the surface a second time to force sand into the joints from the top. This completes the permanent interlocking process. We also place concrete bond beams to prevent shifting of the paving stones.
